It looks imperial because of the Roman text on the building. I think whichever Western empire wants to make sure that everybody else knows who they are, they put Roman texts on buildings build in neo-classical style.
We do that a lot in the US. And I haven't seen any other place where there are so many flags flapping in the wind. I have about 5 neighbors with flags in their yards during the daytime. I would do that, too. I just don't know how to put the flags of the countries I am citizen of.
Well, the American attitude is quite different from the British one. No-one cares so much about the flags of their countries in the old Eurpoe.
It's not only the Latin script that makes the picture "imperial". It is something more -- the colours, the quantity, the mood...
And if you are talking about your backyard, as far as I know, you can put them anywhere. But I myself wouldn't do that, as the memories of my "pioneer camps" would immediately come forward. From that time I have a very specific disapproval of the "flag-raising" ceremonies.
During big sporting events (e.g. World or European football championships) you would see flags of dozens of countries everywhere -- in the windows, in the cars, over the pubs... literally, everywhere.
